I'm afraid I have to disagree. Indeed, I'm not tackling any language aspect, but organizational aspects only. Organizational aspects are (unfortunately) fuzzy because they rely on people's will and reactions.
BTW, you're certainly right about making sure the distinction between the two is clear.
