Of course we all expect and know that the jatna will take the job seriously and make whatever consultations they deem necessary before acting, but the final decision is the jatna's alone. They might for example prepare a draft report two weeks before January 1st, ask for comments, and then make their decision based on the feedback they receive, or whatever other method they find suitable to prepare the report. There is of course th= e slight risk that a rogue BPFKJ might do something reckless, but in any ca= se they do not wield _absolute_ power - they report to the LLG, which can r= emove them, and revert their changes.
