For a fu'ivla to have a drop-the-last-vowel rafsi it must meet all the following conditions: (1) end in -CV (2) when you drop the last vowel you don't end up with a string of rafsi (3) when you drop the last vowel and remove an initial consonant you don't end up with a string of rafsi "tci'ile" meets all three conditions, therefore it can have "tci'ily" as a rafsi.
