The rules are all in chapter 4, section 12 of *The Compl= ete Lojban Language*.
They take several different aspects of a {lujvo} i= nto account, namely, the
length, the number of apostrophes, the number o= f 'y' and 'r'/'n' hyphens, the
types of {rafsi} used, and the number of vowels.  These values are the= n run
through a rather arbitrary-looking formula to produce a score for = a {lujvo},
and the lowest-scoring {lujvo} for a given {tanru} is the pre= ferred or
"dictionary" form.
