Riley is correct. There is no reason for requiring any officer to be an American citizen. There is some reason for at least one officer with signature authority to be strongly familiar with US business and tax concepts, because we have various requirements to legally stay in business. I remember looking up in the Virginia Code (which is online) to see what the requirements are, and I believe my conclusion at the time was that the agent had to be a Board member in order to be able to fill the role properly. That may not actually be the case - I'm not an expert - but that is why the Virginia representative is ex officio a Board member in the current Bylaws. I don't think we need a Bylaw change in order to hire a registered agent. S/he just automatically becomes a member of the Board under the current Bylaws. I need to stress this more strongly, I want the vice president to be someone willing to be visibly out there in the community doing the leadership that I haven't been up to (and communicating what is going on to the rest of us on the Board). In effect, this is taking on some of the presidential role NOW (under my delegation), and not later as Riley seems to suggest. The person in question can choose just how fast they want to assume responsibility (so as not to be overwhelmed), but I want to have the Board (and that primarily means the VP) much more visible to the community at large in the coming year, and I demonstrably can't do it. Part of that increased language promotion I mentioned in my statement involves giving the community of Lojbanists and potential Lojbanists the idea that there is in fact a serious organization backing the language.
