They have wholesale agreements with Amazon, such that if anyone orders the book from Amazon, magic happens and a book appears at the requester's door. https://www.amazon.co.uk/Complete-Lojban-Language-John-Cowan/dp/0966028325/ is very clearly being printed on demand in this fashion, because it's (1) approximately the right price (2) sold by amazon.co.uk and (3) eligible for Prime shipping. This is all part of the agreements between Ingram and Amazon; as Ingram is the largest publisher in the world, I would expect Ingram books to be printed on demand for any Amazon in the world, because Amazon very very much does not want to make Ingram unhappy.
