I think the reason is mostly historical: The timing of the meetings and =
board elections used to be more predictable, and the board and officers =
were more stable. It=E2=80=99s also worth noting that the law requiring =
round-trip paper filing was passed in 2014, so that=E2=80=99s a newish =
hoop to jump through.

In any case, it sounds like we have rough consensus on designating a =
time for this filing independent of the meeting and board election. I =
will look into how early we can file for a given year and report back. =
For now I will make the 2017 filing as discussed.
