For those years for which there exist no minutes for the members meetings because the list traffic itself is supposed to be in lieu of minutes, we are in fact required by law to make the archives public, because meeting minutes are required to be available to the public. (technically, there is supposed to be a "minutes book" here at my house which is the official business location, containing copies of all the minutes since day 1 of the organization, so they don't have to be public, so much as theoretically available to the public). The board meetings were closed because of the duties of the Board might require that Board members say impolitic or even personal things about active people, and Nick Nicolas indicated that he would not be willing to serve on a Board if he couldn't speak impolitically. There is also the possibility that the Board might have to discuss personnel matters, which are usually considered private. The need to protect privacy, as I understand it, is even more important legally in Europe and other countries than in the US. Voting members do not have the right to have their real names kept private. This is implicit in the legal requirements for open records.
