Anything can be discussed on this mailing list outside of the meeting, 
but formal action cannot be taken.  However, anything that has 
significant member support as shown in discussion (and which doesn't 
require a Bylaw change) can be approved by the Board, which can take 
action all year.

So my suggestion is to prepare and discuss a proposal at your leisure, 
since I don't think that this award idea is time critical, and then pass 
it to the Board for a formal approval.

I don't know why people might be scared to throw around unfinished 
ideas.  Seriously, I don't bite!  And I don't think anyone else does, 
either.
