Correct.  The chair has almost unlimited power to operate informally,
subject only to the right of any member to appeal.

A motion to censure (which means to express the group's strong disapproval
of one of its members, or on rare occasions someone else) is an ordinary
debatable main motion, and as such passes with a majority of the legal
votes cast.  A censure does not in itself impact the privileges of the
member censured.  A motion to expel, on the other hand, would affect member
privilege and as such requires two-thirds of the legal votes cast.
