I believe that if there is already a quorum established before the vote, then if you allow a reasonable time period in which people should vote, then that the end of that time period, you can determine the result based on those who have already voted, even if there is only 1 vote (every one else is presumed to have abstained). A new quorum check can be called for, if you or some member doesn't think that a quorum is currently attending the meeting. But I suspect that is not really the problem. Rather I think that most members who have been silent either do not understand that there is a vote in progress and/or don't have an opinion on the issue being voted on. In the last several meetings I held several votes on motions, in which only a few people actually voted. Indeed, if there seemed to be no opposition to a motion (based on discussion), I would announce the voting period with a statement that "if there is no objection by such and such a time, I will rule that the motion has been adopted".
