As parliamentarian: Bob's complaint is legitimate. Any member may request that a meeting stick to the agenda, whereupon the chair rules. The ruling may be appealed, in which case a simple majority overrules the chair. Reordering the agenda requires a two-thirds vote (2/3 of legal votes cast). It's up to the chair what to do, but given Bob's concerns I recommend annulling the Board election until we have heard from the officers. If anyone objects to annulling it, a motion to rescind would be in order -- under our parliamentary code, anyone may make this motion.
