I would volunteer to be on the committee as well, as long as it's empowered to take independent action. I agree, it makes sense to limit the number of tests we design immediately. Seven levels are too many to design tests for right now, especially for the levels no one currently has achieved. However, they are not too many levels to have eventually. It's designed to be able to scale up. Lojban as a community has always had a dream of more widespread usage and greater proficiency, and this is part of it. It is a dream that in the last couple of years I have watched become more and more realistic with our growing popularity and activity. When I said "Any reasonably-intelligent and enthusiastic newcomer should be able to earn mikri with a little study", that's not intended as a free prize in every box. I meant non-trivial effort by that-- hence the reasonable intelligence and enthusiasm. I would like the certification program to turn into a profit center eventually.
