I added the bit about money in the motion, because I want to make sure all my ducks are in a row in case that's the approach we take. I think test-writing should be compensated with a flat fee as opposed to the per-test payments involved in proctoring, evaluating, and manufacturing/shipping. So I'm thinking of paying $100 per set of 200 problems, sufficient to generate random tests at a given level.
