However, some organizations and individuals assume that things never come off the table (as in Congress), whereas others routinely take things from the table by a motion to that effect. The Standard Code of Parliamentary Procedure, under which we operate, uses the term "postpone temporarily" (not debatable, majority vote) if the intention is to take up the matter at an unspecified time in the future, but requires a two-thirds vote if the motion is to be killed altogether. The mover may withdraw a motion at any time before it is seconded, or after that with the consent of the assembly. In this case, however, the chair chose to treat the motions to table and to appoint a committee as a single motion: to create a committee and commit the matter to them, so all questions of tabling or withdrawing are out of the case.
