IMHO, the meetings of this organization (or any organization, really) is for making decisions. If people have no opinions, just move on to the next topic. It is true that the chair is responsible for making sure that everyone is included, but s/he also has the duty to move through the agenda in an efficient manner. The IRC sessions were fun, and festive in a way, but they are not a good alternative for the reasons you cited: someone, somewhere will have to stay up late. I remember them as dreadfully inefficient and exhausting affairs where you either had to keep your eyes fixed on the screen, ready to respond at seconds' notice whenever something happened, or make someone else have to wait for precisely the same reason. If we feel that the members are not involved enough in the dealings of the organization, we should consider the following: a) Not everything the community does needs to involve the LLG.
