You can pay any contractor up to $600 without h= aving to report the payment.

Setting someone up as= a 1099 isn't that hard, as I recall. You need to have them fill out a = "request for taxpayer ID" form, and then at the end of the year y= ou send out 1099s and whatever the 1099 summary is.
