I think we should. I always envisaged lojban comics dialags to be a continous stream of text for each character speaking. One might think that there's an implicit {.i} at the begininng of a new balloon but this would break some dialogue that uses multiple balloons for a single utterance (for example to show a different point of view in a new panel). I once experimented with using ":" as an alternative ortography for {.i} (just imagine the initial dot and the small dot over the "i" to be re-arranged in space) but it doesn't seem to have caught on.
