It means "one or more things which actually are something that can fill the x1 of broda". le is when wanting to be specific. It means "one or more things I have in mind which I describe as something that can fill the x1 of broda". le is less restrictive than lo. A thing can not be lo broda unless it actually is an instance of broda, however, anything can be le broda, as it is not stating that something is broda, but merely being described as such.
