(2) Some distance away from the stairs. (3) At the end of the stairs. The first one, where {va X} means "over there at X", is backed up in part by the ma'oste, but otherwise obsolete. The second one, where {va X} means "some distance away from reference point X", is backed up by CLL. The third one, where {va X} means "some distance X from the reference point", is what makes most sense to me. My guess is you meant (1), but (3) sort of works, so that's fine for me. There are other simple ways to express (1) and (2), but not (3).
