I'd have a database such as postgres (whatever your flavor) there's nothing stopping you from using plaintext files or SQL lite etc either. And then have a php/python etc driven web interface generate several different feeds. You submit your 2 different files. Write a tile/description. It adds it to the database. so when the user queries a feed they see the new data there. You could add other functionality on top of this depends on your needs.
