Jessica, I disagree. No matter what culture you live in, there is such a thing as time, and such a thing as the tide. To say that the tide waits for no man is a simple and objective statement. It would be correctly understood regardless of whether or not time also waits for no man. Combining these two statements into one does not make it culturally dependent.
