I just checked; internacia is using WMV 9. :(

AFAIK, there's no easy way to watch it unless you're using x86 (I'm not),
in which case you can download the proprietary windows codecs.

BTW, the mms URI in their help page is wrong; the file gives:
mms://itv.interrogacaodigital.net/itv
and
mms://itv.interrogacaodigital.net/default/itv_reto.wmv

What a shame!
