Yes. Whereas rules for forming rules are meta-rules. To keep with your chess example, a construction system by which to design new chess pieces, boards and rules is Meta-chess. Rules that are not merely exterior to rules, they pertain to rules. "Meta-x" means "x about x". That's why I thought srana would be involved. -epkat
