The stop is indeed needed; names end (IIRC) with a consonant followed by stop and go backwards until you reach one of {la} {lai} {doi} or stop. So in {la .filip.} the stop at the beginning is optional, since {la} precedes it and that cannot be part of the name anyway, but after COI (including {mi'e}), the stop is necessary to stop the utterance from being interpreted as the single cmevla {mu'omi'efilip.} (which is a valid name). If you put spaces in writing (as pretty much everyone does), you can possibly dispense with the {.}; I'm not sure of the rules which govern this. I like to write it anyway.
