Unless it is a cmevla it doesn't need to end in a consonant (cmevla always always end in consonants, and brivla always always end in vowels). Note that a lot of Lojban materials use the term "cmene" to refer to what I call cmevla, but I think this is confusing. By the same token, the difference between "jugygu'e" and "jugygug" is that the former is brivla and the latter is a cmevla. "jugygug" is technically not a lujvo at all, although it *resembles* a lujvo (I have sometimes called this sort of thing a pseudo-lujvo).
