Does that mean anybody can make cmevla when they feel like it? If yes, what are the rules for doing it? For that matter, I can't find lujvo "kadnygu'e" either. Now, the rules for constructing lujvo seem to be clear, except for the business of how a lujvo becomes official and gets into jbovlaste.
