Almost any time the x1 isn't from selma'o KOhA, you will need a {cu} or other terminator before the selbri. The {to} makes {teta'i} take the whole thing as an argument (there's a proper term to use instead of "argument", but I'm not sure what it is). It's essentially just a parenthesis; without it the parser complains. mu'o mi'e .aleks.
