But unless I'm mistaken, parliament still meets in Rio (having refused to move to Brasilia) and Rio has far more landmarks as compared to Sao Paulo, which is mainly an industrial center. I could give the example of the Hague and Amesterdam, or Jerusalem and Tel Aviv.
