I think it's an issue of topicality.  "X other than Y" reduces th= e topicality of Y, almost to the point of dismissal, in relation to X, whi= le "X and Y" treats the two as almost equal, with only the fact of X occur= ring before Y to indicate that X is slightly more topical than Y.
