Assuming that this someone has already learned the pronunciation rules
of Lojban, which (s)he should before getting to that part, I found it
quite improbable that a word which is pronounced ['fa?ki] should make
him... "fantasize" about the meaning of that word.


I think you have misunderstood.
I interpret the comment to mean that the combination of "facki" (disco= ver) and "cnino" (new) is redundant.  If something is discovered, it'= s new, and that fact doesn't need to be stated explicitly; it's inherent= in the meaning of "facki".  
I think I agree.
