What counts as an exception will depend on how you
word the rule, of course. The ideal is to have simple
rules with no exceptions. Even in Lojban some rules
can be stated so that they have exceptions. For
example: "a cmavo can be freely stressed, except
when it is followed directly by a brivla without an
intervening pause."
