Definitions were sometimes written sloppily without giving much thought as to how they would be used, sometimes interpreted sloppily without taking what the definition says at face value, and sometimes a bit of both. A rule and a property are somewhat different things. If a "rule" is what goes in x3, {lo ka ...} is not quite the right thing to use there. If {lo ka ...} is what goes in x3, then describing it as a "rule" is not quite right.
