The apostrophe is only used to separate two vowels, so it is allowed neither at the beginning nor at the end of a word, nor next to a consonant. I'm not sure there is a why other than that's how it was defined. (That's by the way why the corresponding lerfu is y'y and not just 'y.) mu'o mi'e xorxes
