The way the gismu were selected is described in CLL : http://www.lojban.org/publications/reference_grammar/chapter4.html#s14 I thimk it is very unlikely that the number will increase. Maybe one or two (look at "experimental gismu" in jbovlaste) but not a significant number. I think it would be more likely that some gismu will be forgot for being largely unused. My understanding is that the BPFK is in charge of everything pertaining the language itself: http://www.lojban.org/tiki/tiki-index.php?page=baupla+fuzykamni. Just as a side note, in case the implicit request was to add or remove gismu. I'm sure that everybody, including those that had a part in the creation of lojban, have their pain point about the language. The (in)famous cultural gismu for example (glico, fraso, ...) or the fact that in the last rafsi reallocation {tel} has not been assigned to {te}. The BPFK has its plan to progress the language and the progresses are strongly dependent on the time they can spend on working on Lojban. I think that any help they can get will be welcome. Of course I'm talking of help to make their plan moving forward, not to change their plan completely :). I'm sure that any proposal to improve the language will be considered in the due time. My personal priority (i.e. the area where I think I can help) is to try attract more speakers and get more lojbanic material available to them. Others are working to the same goal by teaching newbies. Other are writing lojbanic software and so on.
