I have written a short program that can quiz me on the types of
consonants or the types of consonant pairs.  Consonants must be
identified as unvoiced, voiced, or (potentially) syllabic.
Consonant pairs must be identified as initial, permitted, or
forbidden -- ie, here "permitted" means permitted but not
permitted as an initial pair.

Consonant triples, however, I am not sure that I fully
understand the rules.  The last paragraph of
http://dag.github.com/cll/3/7/ says:

    Lojbanized names can begin or end with any permissible
    consonant pair, not just the 48 initial consonant
    pairs listed above, and can have consonant triples in
    any location, as long as the pairs making up those
    triples are permissible. In addition, names can
    contain consonant clusters with more than three
    consonants, again requiring that each pair within the
    cluster is valid.

So in would seem that the broadest rules are for cmevla: a
cmevla can contain a consonant cluster of any length anywhere
within it, so long as all adjacent pairs are permissible pairs;
this _includes_ a pair at the start of the cmevla -- while no
other Lojban word can start with a consonant pair that is not
a permissible initial pair, a cmevla that starts with a
consonant pair needs only to start with an permissible
consonant pair.

In http://dag.github.com/cll/4/7/ it says:

    All fu'ivla ... if this consonant cluster is at the
    beginning, it must either be a permissible initial
    consonant pair, or a longer cluster such that each
    pair of adjacent consonants in the cluster is a
    permissible initial consonant pair: =93spraile=94 is
    acceptable, but not "ktraile" or "trkaile" ...

    ...

    Note that consonant triples or larger clusters that
    are not at the beginning of a fu'ivla can be quite
    flexible, as long as all consonant pairs are
    permissible. There is no need to restrict fu'ivla
    clusters to permissible initial pairs except at the
    beginning.

The rule for _non-initial_ consonant clusters in fu'ivla seems
to be the same as that for any consonant cluster in a cmevla;
however the rule for initial consonant clusters in a fu'ivla
seems to be even more restrictive than that given at
http://dag.github.com/cll/3/7/ :

    Consonant triples can occur medially in Lojban words.
    They are subject to the following rules:

        1. The first two consonants must constitute a
           permissible consonant pair;
        2. The last two consonants must constitute a
           permissible initial consonant pair;
        3. The triples =93ndj=94, =93ndz=94, =93ntc=94, and =93nts=94 are
           forbidden.

Indeed it would seem that those rules _ONLY_ apply to consonant
triples in lujvo.

So permissible consonant triples actually must be subdivided in
to 3 types:

    1: Those that are permissible in *initial* clusters in
       fu'ivla.
    2: Those permissible in luvjo -- all of those in the
       previous category are also in this category, but
       not vice versa.
    3: Those permissible in cmevla and *non-initial*
       clusters in fu'ivla -- all of those in the previous
       categories are also in this category, but not vice
       versa.

I don't mind the existence of all of these categories, but
http://dag.github.com/cll/3/7/ seems to me to imply that there
are _only_ 2 sets of rules: the ones that say that the first
sub-pair must be a permissible pair and second sub-pair must be
a permissible initial pair (with the 4 exclusions mentioned),
and the more generous set of rules for consonant clusters in
cmevla -- It says nothing about the even more restrictive rules
for initial clusters in fu'ivla.
