I think Plan B was whimsical sketch on purpose, intending to make fun of the perfectionists who were perpetually proposing something new and different to reform the language. My insight, such as it was, is that for a language to be a LANGUAGE, the significance of a stable and active user base is all important. A theoretical construct that no one (or only the inventor) uses might be more logical, but it would not really be a language.
