A dictionary which define only a xth of all the existing words is a
rather strange dictionary, isn't it ?

Besides, se or sel is defined via grammar.

Thus, a lojban dictionary would be (a core dictionary of roots) + (an
enclyclopedia for compound words) + (a grammar for particles)

If there is no need for a dictionary in the case of compound words, it
would be wiser to edit just an encyclopedia
