He is saying that the one thing that confounds translation software is the heavy use of synonyms of words, but use of the most basic words would make translation much easier. Therefore we should, by agreeement we should use only the most basic words when composing documents that we expect would be automatically translated, such as captioning for videos. --- That being said, the problem is the exact oposite. Words that are ore unusual are less likely to have multiple and/or ambiguous definitions, and therefore the easiest to translate automatically.
