Technically, not every cmevla is a cmene, because not every cmevla actually
names something. {krastinarkasticardisorimefarnodrakis} probably doesn't
name anything, for example. But that's the only role they can fill in the
language (outside ZOI and friends, of course). This is what is meant by
"all cmevla are cmene". It's sloppy, I agree, but it's easier than saying
"all cmevla can act as cmene, and cannot do anything else."
