No, not until the new, un-content-altered version has been accepted,
to provide a baseline against which to measure future changes.

In other words: once the new version is completely stable, then it
becomes easy to say "What changed?  Oh, this bit *here*.".  That, in
fact, was rather the point of the project in the first place.

Yes.  It costs $40 per revision, but it's trivial to accomplish.
