Gleki found a nasty bug where the processing was stripping a bunch
of HTML entities.  In certain cases we were losing quotes, and we
probably didn't have *any* ellipses.

The fix included teaching the Ruby processing step to use strict
mode, which turned out to require a bunch of other changes to that
step, so there's a non-zero chance that it broke something I didn't
catch.

So reviews would be really nice.

If no-one says anything, though, since it looks OK, I'll probably
push it out on Friday.
