Hopefully you meant {lu'a}. 

But even if that means "member of at least one of the three" and not
"member of each of the three", which would be my first guess, surely
it does not guarantee that there is at least one member from each of
the three?

I think Pierre made it quite clear what we are trying to say:
{ci da zo'u mi viska lo gerku be da}.

The question is if we can say it in the form {mi viska XXX}, i.e. if
we can avoid having to front the quantifier.

How do we say "I buy the same three newspapers every day"?

I think maybe: {mi te vecnu ci le'e karni ca ro djedi},
{mi pu viska ci le'e gerku}.
