In the entry it comments that, "vacuum is never completely empty". The definition of vacuum is that it is completely empty. Just as the definition of zero gravity is the complete absence of gravity (or the forces of). Just because we've never observed a perfect vacuum or the lack of gravity, shouldn't affect the meanings of the words. We, as speakers, should accurately call orbit conditions "micro-gravity" and refrain from alluding to a lack of gravity. We, as speakers, should also note that space is a near vacuum.
