That's probably the most official current meaning, yes.

That's how I understand it, yes. {roroiku naku} = {naku su'oroiku},
and {su'oroiku naku} = {naku roroiku}. (Always not = not anytime,
sometime not = not always.) Having {na roroi} = {roroi na} when
directly on the selbri is very odd.
