CLL says:

So, ".y." already is an exception. (The other exception, ".y'y.", 
seems to have been forgotten here.)

In any case, while I admit "ybu" would be a wart type-of word, the
alternative seems worse to me: "You can hesitate between any pair 
of words except after "zo", before "bu", before or after "zei" or 
between "lo'u-le'u"". Hesitation is not something so easily
controllable. This would make zo-, bu- and zei-phrases especially
tight, such that they can't be broken by hesitation. Almost word-like.

(lo'u-le'u is included in the list above because when quoting words,
if {y} is counted as a word it makes a difference. For example
{lo'u a bu y zo y zoi le'u cu valsi xamei} is not equivalent
to {lo'u a bu zo zoi le'u cu valsi xamei}. {y} would make little or 
no difference inside a zoi quote because it is unanalyzable, and
inside lu-li'u it would be as irrelevant as <word> si. But inside 
lo'u-le'u it would count, also like si.)
