Yes, except that the sets are not mentioned explicitly.
If you wanted to say it in terms of sets, it would be
something like:

(2a) xu lu'i do klesi le'i fanva be abu

(3a) xu lu'i do du le'i fanva be abu

(Assuming {klesi} can mean "x1 is a subset of x2".)
