"V" is the symbol for the logical conective "or". 

"V / Ax" means that the quantifier is within the scope of
the disjunction:

       Ax: F(x) V G(x)
       For each x it is the case that F(x) or that G(x)

       Ax: F(x) (V/Ax) G(x)
       = Ax: F(x) V Ax: G(x)
       For each x it is the case that F(x), 
       or for each x it is the case that G(x).

In this case the slash notation can also be expressed with 
standard notation, but in more complicated cases apparently
not.
