Modals (and in fact any cmavo) loosely based on the structure of a word are just that - loosely based on the structure of a word. The rafsi listed in the gismu list are intended to be used as the building blocks for lujvo. If they mirror a modal of the same word, it's a happy coincidence. {fi'e} is definitely the modal for {finti}, and {fi'i} is definitely the vocative for hospitality. The rafsi {fi'i} of {finti} is just that - a rafsi of {finti}. You could maybe make a lujvo with something like {sutra} - {sutfi'i} is in jbovlaste I think and it means "to make something up on the spot". Likewise you might make a lujvo with {fi'e}, the rafsi for {finpe} - brafi'e - barda finpe, large fish.
