Chris Handley says that he will not be able to afford to pay for some time
to come.  If you are to take over distribution responsibility, it needs to
be decided whether he is to get JL or LK, on a non-paying basis.

Major sent me the message that prompted this string in indicating that he
had indeed gotten JL17, and was in the process of distributing, but that he
would not be able to continue because of unstable employment prospects.

I will still need a form or other statement from you requesting JL subscription
since Major's form doesn't cover you. (Our postal service doesn't count what
you do once you get your copy, but we must have forms for the people we send
copies to from here, in a suitable percentage of the whole that we have printed.
